Mengapa Harus RUU Kepalangmerahan?

Sesuai Konvensi Jenewa 1949 dan Statuta Gerakan
Palang Merah dan Bulan Sabit Merah Internasional, di satu negara hanya
diperbolehkan menggunakan satu tanda khusus sebagai lambang yang
digunakan oleh dinas medis militer dan perhimpunan nasional suatu negara
(palang merah, bulan sabit merah atau kristal merah). Indonesia telah memilih tanda
khusus palang merah untuk dinas medis TNI dan menunjuk Perhimpunan
Palang Merah Indonesia (PMI) sebagai perhimpunan nasional yaitu organisasi
yang melakukan pekerjaan berdasarkan Konvensi Jenewa 1949.
Palang Merah Indonesia didirikan pada tanggal 17
September 1945. Palang Merah Indonesia merupakan satu-satunya
perhimpunan palang merah nasional (National Society) yang
memiliki legitimasi berdasarkan Statuta Gerakan Palang Merah dan Bulan
Sabit Merah Internasional. Sebagai perhimpunan nasional palang merah,
Palang Merah Indonesia bertugas untuk membantu pemerintah (auxiliary function) dengan tetap menjaga kemandiriannya serta mematuhi semua peraturan yang berlaku di Indonesia.
Mengacu pada banyaknya penyalahgunaan lambang
palang merah dan bulan sabit merah oleh berbagai pihak tanpa ada upaya
apapun untuk penertibannya, baik dari pemerintah maupun dari PMI sendiri
sebagai perhimpunan nasional kepalangmerahan yang telah ditunjuk oleh
pemerintah, maka dirasa perlu untuk mendorong pengesahan RUU
Kepalangmerahan oleh DPR RI.
Mengapa kita perlu UU Kepalangmerahan?
1. Karena UU Kepalangmerahan adalah
kewajiban Negara sebagai konsekuensi logis pihak konvensi Jeneva Tahun
1949. Sebagaimana dimaklumi, Konvensi Jenewa tahun 1949 telah
diratifikasi oleh Negara Republik Indonesia dengan Undang-Undang No. 59
tahun 1958. Dan lebih dari 100 Negara pihak (dari 191 Negara) telah
memiliki UU Kepalangmerahan.
2. PMI sebagai bagian dari Gerakan
Palang Merah atau Bulan Sabit Merah Internasional wajib melakukan
diseminasi Hukum Perikemanusiaan Internasional. PMI sebagai Perhimpunan
Nasional yang ditunjuk Pemerintah berdasarkan Keppres No 25 tahun 1950
dan Kepres No 246 tahun 1963 mendukung Pemerintah untuk melaksanakan
kewajibannya.
Perjalanan RUU Kepalangmerahan di Indonesia
1. RUU Lambang Palang Merah /
Kepalangmerahan diserahkan secara resmi kepada DPR RI pada 12 Oktober
2005 melalui surat Presiden Nomor R.79/Pres/10/2005.
2. Pembahasan 2006 – 2009 =
Deadlock karena ada permintaan salah satu Fraksi agar menyertakan LSM
Bulan Sabit Merah Indonesia (BSMI) ke dalam UU berstatus sejajar dengan
PMI sebagai Perhimpunan Nasional.
Permintaan tersebut tidak dapat diakomodir Pemerintah karena :
a. Konvensi Jenewa hanya cantumkan
“dinas medis + rohaniwan angkatan perang dan anggota gerakan” yang
berhak gunakan lambang Palang Merah/Bulan Sabit Merah.
b. Statuta Gerakan Palang Merah
dan Bulan Sabit Merah Internasional hanya izinkan 1 Negara untuk gunakan
1 lambang dan akui 1 Gerakan.
3. Dan pengesahan RUU akhirnya harus terhenti karena masa tugas anggota DPR Periode tersebut berakhir.
4. RUU Kepalangmerahan baru memulai
babak baru di DPR Periode 2010-2015, dan sejak tahun 2012 telah disusun
dan masuk dalam Program Legislasi Nasional (Prolegnas). Sampai sejauh
ini perjalanan RUU Kepalangmerahan masih berada di Panitia Khusus RUU
Kepalangmerahan.
Urgensi pengesahan RUU Kepalangmerahan
1. Undang-Undang Kepalangmerahan
dengan fungsi-fungsi sebagaimana diterangkan di atas merupakan kebutuhan
nasional baik pada situasi non-konflik ataupun pada situasi konflik.
Undang-Undang Kepalangmerahan merupakan konsekuensi bagi Republik
Indonesia yang telah meratifikasi Konvensi Jenewa 1949.
2. Undang-Undang Kepalangmerahan
memberikan kepastian hukum bagi perhimpunan nasional baik pada tataran
dalam negeri maupun dalam pergaulan internasional. Perlu disadari bahwa
pengabaian hal ini dapat mengakibatkan terjadinya penyalahgunaan lambang
untuk tujuan-tujuan lain seperti untuk kepentingan politik, komersial
dan berbagai kepentingan lain yang seharusnya dapat dicegah dengan
adanya undang-undang.
3. Perjalanan RUU Kepalangmerahan
sampai detik ini tidak ada kabar yang menggembirakan (mungkin jalan
di tempat), dan ke depan pada 2014 tentu DPR sudah disibukkan dengan
kepentingannya seperti Revisi UU Pemilu, persiapan kampanye Parpol,
pemilu ligislatif, pemilu Presiden dan berakhirnya masa bakti DPR pada
tahun 2015.
4. Dan akankah RUU Kepalangmerahan
kembali tidak terselesaikan oleh DPR Periode ini? Akankah pelanggaran
dan penyalahgunaan Lambang Palang Merah tetap dibiarkan? Akankah
aturan-aturan internasional terus dilanggar? Akankah kepentingan Negara
dikalahkan oleh kepentingan kelompok atau golongan atas jaminan
perlindungan pengguna lambang palang merah?
Untuk itu disini kita mengajak seluruh elemen masyarakat Indonesia untuk mendorong para wakil rakyat kita di Panitia Khusus (Pansus) RUU Kepalangmerahan dan Ketua DPR RI untuk segera mengesahkan RUU Kepalangmerahan menjadi Undang-Undang Kepalangmerahan.

Why youth competition now?
Indonesia and Japan are both countries where we have a lot of natural disasters. Especially after the March-11-earthquake in 2011, more people have become aware that there are values and lessons we can learn from the crisis in order to be more prepared for the disasters in the future.
The youth, are the agents of change that determine what the future will be. In Indonesia, the wave of young people’s participation in giving social contribution is growing fast in various issue-areas, including disaster as one of the major problem faced by Indonesia, today.
Seeing this spirit and momentum of fast-growing youth participations, The Japan Foundation, Jakarta encourage Indonesian youth proactive involvement on disaster reconstruction and to convey knowledge on education for disaster prevention through a competition in showing past activities as well as proposing what you can build as improved or new projects for disaster education. Thus, here we announce the call for application for the Youth Competition for Disaster Education.
What is your contribution to the community development? How do you improve your activities? Are you motivated enough to learn from Japanese experiences? –If you are ready to answer to these questions, please read the following details, and prepare for the application!
The 24 winners (or six organizations/groups) will be awarded as the part of the JENESYS 2.0 program in February and/or March 2014 to participate in the 10 to 14 days of study trip to Japan and to contribute in experiencing the reconstruction efforts of the Great East Japan Earthquake.
Who can apply?
*please read carefully
- Organization or group which has records of activities in the field of community building, including disaster and education in Indonesia, in helping post-disaster reconstruction including charitable fund-raising, or engaged in children, handicapped & elderly care, in deal with LGBT issues, women’s empowerment, and others. Application is based on organization or group, not on individual.
- Applying organization does not need to hold formal legal status. Both formally registered organization or informal group under an organizational name are eligible.
- Applying organization/group and members are eager to learn from Japan’s experience of post-disaster recovery and disaster preparedness.
- Each applying organization/group should be consisted of 4 individual members. The composition of the 4 individuals has to be 2 male and 2 female.
- Individual members have to be equal or under 28 years old, as of the date of application (December 17th, 2013).
- Each individual member has to be an active university or graduate student (who presents student ID and an official letter from university certifying that he/she is a student there) and has Indonesian nationality. An official letter issued by university, faculty or department is accepted.
- If there are several groups within an organization, it is ok that more than one group applies from the same organization, as far as they are different groups with different group members for each.
- Individual members have to be able to participate in the whole program in English.
- The individual members have to be in good physical and mental condition.
- Application reached at the Japan Foundation, Jakarta after the deadline will not be accepted.
- Please make sure that all members can participate in the whole screening process as well as in case of being accepted, also to the trip to Japan.
Selection Process:
1. Document Selection:
Applicants have to download and fill the application form and submit it back before the deadline, along with any other required documents.
2. Video Project Selection (Final Round):
20 finalists which passed the Document Selection have to make a video and upload it to Youtube. Instruction and information about Video Project Selection will be announced later, directly to the finalists.
What should I prepare and submit?
Please prepare and submit the following documents.
a. Application Form
b. Photocopy of student ID card of each group members
c. Official letter from university, faculty or department, certifying that each group members are still enrolling as university students.
d. Attachments of any kind of supporting documents (if any).

Alhamdulillah, PMR Wira Desta telah sukses menggelar diklat ruang dan diklat lapang bagi para calon anggota PMR periode 2013-2014. Diklat ruang berlangsung mulai awal Oktober hingga pertengahan Oktober 2013. Diklat ruang diisi oleh pemateri-pemateri lokal DIY, mulai dari PMI Yogyakarta, KSR Universitas Ahmad Dahlan, hingga KSR Universitas Negeri Yogyakarta. Diklat lapang dilaksanakan pada 19-20 Oktober 2013 di area SMK N 1 Depok, Sleman, Yogyakarta. Mau tau serunya diklat lapang kali ini?

Jumbara 6 PMI Solo 2013
PMI Kota Surakarta akan mengadakan Jumpa Bakti Gembira PMR atau Jumbara. dalam rangka memeriahkan Hari Ulang Tahun PMI Kota Surakarta yang Ke-68 di Komplek Stadion Manahan Solo yang akan dilaksanakan 17-19 September 2013.
Diperkirakan 1000 peserta akan memadati area stadion Manahan Solo. “Peserta/Kontingen Jumbara terdiri dari Pimpinan Kontingen , Pembina/ Pendamping, Peserta (10 Anggota PMR Mula (SD dan sederajat), 10 Anggota PMR Madya (SMP dan sederajat), 10 Anggota PMR Wira (SMA dan sederajat).” Terang Andriyanto Selaku Wakil Ketua III Jumbara PMI solo.
“Jumbara adalah Singkatan dari Jumpa Bakti gembira tersebut seperti halnya Perkemahan, Namun kita isi dengan berbagai macam kegiatan positif serta bersifat mengembirakan, wontg namanya juga Jumpa Bakti Gembira, Brati kan harus Gembira.” Jelas Riki Mirzam Selaku Wakil Ketua II kegiatan Jumbara.
“Ada beberapa Kegiatan JUMBARA seperti Travelling Kepalangmerahan ( 7 materi PMR), Kreasi Remaja , Kesiapsiagaan Bencana , Bakti Sosial (lingkungan sekitar dan sekolah) , Out bound Persahabatan , Konferensi PMR, Life Skills Station dan kegiatan Kontingennya seperti Galeri Karya dan Media Komunikasi,Drama PMI , Pentas seni , Olah raga persahabatan , Konferensi PMR/ FORPIS, Sosialisasi dan Kegiatan DK. Dan dijadwalkan juga akan digelar Festival band Pelajar yang turut memeriahkan acara jumbara kali ini ” Imbuh Riki.
Diharapkan dengan diadakannya kegiatan Jumbara dapat memberikan kegiatan serta pengalaman yang positif bagi para peserta jumbara, serta mempererat persahabatan antar anggota PMR.

Kabupaten Malang akan menjadi tuan rumah Temu Karya PMI Nasional Indonesia pada 24-30 Juni mendatang. Event yang sedianya dibuka langsung Presiden RI, Soesilo Bambang Yudhoyono (SBY) ini terpusatkan di Bendungan, Selorejo, Malang. Ketua PMI Indonesia, Jusuf Kalla pun sudah turun langsung melakukan kunjungan ke venue acara pada akhir pekan lalu. Sebanyak 3000 peserta berasal dari perwakilan PMI dari 34 provinsi se-Indonesia dan perwakilan 30 negara tetangga akan tumpah-ruah dalam event 4 tahunan ini. Mereka akan mengikuti serangkaian kegiatan pokok meliputi temu, karya dan pengembangan kapasitas sebagai relawan PMI sebagai bentuk peningkatan sinergi pengurus, staf dan relawan yang akan dikemas dalam persahabatan.

Aloha rekan-rekan relawan masa depan~ Kali ini PMRmania kembali jalan-jalan keliling kota, hendak melihat-lihat keramaian yang ada. Saya panggilkan becak, kereta tak berkuda. Becak, becak, tolong bawa saya~ (lagu anak jaman doeloe :D ) Sasaran PMRmania yang satu ini letaknya dari pusat Kota Jogja sekitar 5 hari perjalanan *dengan jalan kaki, gak percaya? Silakan coba*, kalo naek motor sekitar 1,5 jam perjalanan. Suasana alami khas Kulon Progo senantiasa menemani petualangan kru PMRmania yang diwakili kak Lintang (UGM) dan kak Robi (STMIK Amikom), menuju MAN Wates 1 Kulon Progo. Alhamdulillah sukses lancar sejahtera bahagia, PMRmania bisa “blusukan” ke Kulon Progo berjumpa dengan rekan-rekan PMR yang haus ilmu, bersemangat, dan punya segudang potensi. Aloha rekan-rekan relawan masa depan~ Kali ini PMRmania kembali jalan-jalan keliling kota, hendak melihat-lihat keramaian yang ada. Saya panggilkan becak, kereta tak berkuda. Becak, becak, tolong bawa saya~ (lagu anak jaman doeloe :D ) Sasaran PMRmania yang satu ini letaknya dari pusat Kota Jogja sekitar 5 hari perjalanan *dengan jalan kaki, gak percaya? Silakan coba*, kalo naek motor sekitar 1,5 jam perjalanan. Suasana alami khas Kulon Progo senantiasa menemani petualangan kru PMRmania yang diwakili kak Lintang (UGM) dan kak Robi (STMIK Amikom), menuju MAN Wates 1 Kulon Progo. Alhamdulillah sukses lancar sejahtera bahagia, PMRmania bisa “blusukan” ke Kulon Progo berjumpa dengan rekan-rekan PMR yang haus ilmu, bersemangat, dan punya segudang potensi. Mau tau serunya PMRmania di MAN Wates 1 Kulon Progo? Cekidot~
